You need to check your local housing codes. Many of them are online.

Harrisburg, PA housing codes are:
Provide heat between October 1 and 15 May with a minimum of 65 ° 6.30-10.30 Clock, 60 ° at night and when the temperature below 0 °, unless otherwise specified by the lease.
